Formation and evolution of the legitimacy of social work embedded in the service management of urban floating ethnic minority population

合法性问题是社会工作嵌入城市少数民族流动人口服务管理中凸显的重要实然议题之一。该议题的澄清需包括合法性形成条件与演化过程两个方面。基于S市实证案例经验研究发现,社会工作行动系统对现有“工作效果”评价取向的遵循、与本土性角色的互构及对实践空间与边界的明晰是其合法性形成,即实践权获得的条件;而合法性演化,即外在结构的生长则会经历服务供给、理念方法、角色设置和意义符号四个阶段的建构过程。

Legitimacy is one of the important issues in professional social work embedded in the service management of urban floating ethnic minority population. The clarification of this topic needs to include two aspects: the conditions for the formation of legitimacy and its evolution process. Based on the empirical study of S City, it is found that the adherence of the social-work action system to the existing “work-effect” evaluation orientation, the interaction with the local role, and the clarification of the space and boundaries in practice are related to the formation of its legitimacy, that is, the conditions for the acquisition of performance rights. The evolution of legitimacy as the growth of the external structures will experience four construction stages: service supply, conceptual method, role setting, and significant symbol.
