边疆民族地区实施高等教育精准扶贫的探索与研究 被引量:7

摘要 滇西边境山区贫困规模大、贫困程度深,不仅表现为条件型贫困,更表现为素质性贫困,常规扶贫手段难以奏效。产教融合相比于传统的教育扶贫优势突出。针对云南省滇西、滇西北地区经济社会发展中人力资源普遍科学素质不高、人才资源相对匮乏、科技尚未能成为重要支柱的状况,以培养应用型人才为主的滇西应用技术大学应运而生,成为边疆民族地区践行高等教育精准扶贫目标的探索者。通过高校与产业、高校与社会、高校与政府的资源和能力互补,形成“政府—高校—产业—社会”的教育共同体和扶贫共同体,实现人才培育、社会服务和知识创造功能叠加,为新时代高等教育发挥优势,服务经济社会更加平衡和充分的发展,提供了样本。 The popular poverty-eradication means are often inefficient for eradicating the deep poverty in the mountainous borderland of west Yunnan, because its poverty is related to both natural conditions and human quality. Compared with the education-based poverty eradication, the integrated model of industry and education is superior. There is an obvious lack of qualified talents in west and northwest Yunnan where science and technology is not the pillar. West Yunnan University of Applies Sciences has emerged at this historic moment, aiming at training more qualified professionals for the targeted poverty eradication in the borderland based on higher education. It has set up a model of higher education by adopting the following means: the integration of the resources and potential of the university with the local community, industry and government for forming an education-based community for targeted poverty eradication, talent-training, efficient social services and knowledge-based production in the new era.
