The Ownership Structure: Connotation, Extension and Calculation

经过多年调整,“公有制为主体,多种所有制经济共同发展”的社会主义初级阶段基本经济制度在党的十五大上得以确立。公有制为主体意味着我国社会主义基本经济制度不仅是一个定性的概念,还要有一个定量测算问题。但由于统计数据中没有直接给出所有制结构的数据,因此,严格根据不同所有制经济的内涵和外延,基于科学的方法和公开数据对所有制结构进行测算,进而把握社会主义初级阶段基本经济制度发展趋势就显得尤为重要。

After years of the reform of ownership restructure, the basic economic system at the primary stage of socialism was established at the 15th National Congress of the Communist Party of China. And the basic economic system is defined as "public ownership is dominant and diverse forms of ownership coexist". This definition indicates that the basic socialist economic system is not only a qualitative concept but also a quantitative concept which involves how to measure the ownership structure. As we cannot get the releva nt statistic data directly, so it is particularly important to calculate the ownership structure strictly according to the connotation and extension, based on scientific methods and public data, and to master the tendency of the ownership structure.
