高等农业教育在乡村振兴中的功能及战略思考

The Function and Strategic Thinking of Higher Agricultural Education in Rural Revitalization

在中国特色社会主义社会主要矛盾发生变化的基础之上,党中央着眼于党和国家事业全局,深刻把握新时代内涵,为应对"三农问题",提出了乡村振兴战略。高等农业教育作为推动乡村振兴的重要力量应发挥人才培养、科学研究、社会服务、文化传承与创新功能,为乡村振兴提供人力支持、科技支撑、服务保障、文化助力,加快乡村振兴的步伐,进一步实现农业现代化。同时,针对发挥高等农业教育功能的政府、学校、企业、农民四大主体,分别提出相应战略对策,具体为政府制定相关法律法规、学校改革相关体制机制、企业积极参与和配合、农民转变思想观念,形成政产学研四位一体格局,为乡村振兴贡献教育力量,为建设社会主义新农村贡献文化力量。

In accordance with the changed major contradiction in the socialist society with the Chinese characteristics,the CPC Central Committee put forward the strategy of rural revitalization in the solution of the three rural problems in consideration of whole situation of the state and the Party and on the basis of the in-depth understanding of the new age challenges and connotations.Higher agricultural education as an important driving force for rural revitalization should play an effective role in the talents cultivation,scientific research,social service and cultural conception construction and serve the rural revitalization through talents support,technical extension service and cultural construction for the realization of agricultural modernization.Strategic measures are assigned to the four major entities involving in the functional support from higher agricultural institutions: government,university,enterprise and farmers,that is,policy and regulation making by government,the reform of systematic setup and mechanism of university,the participation and collaboration of enterprise and conceptual revolution of farmers.There should be a good unified efforts amid government,production,learning and research so that the educational and cultural contribution to the rural revitalization is better made.
