中国移民管理机关与国际移民组织：合作与发展

Cooperation and Development between Chinese Immigration Administration and International Organization for Migration

加强与国际组织的合作,是拓展中国国际话语权平台、应对全球化进程中日益复杂国际移民形势、充分利用国际组织在全球移民治理中特殊作用、深入推进中国移民管理体制改革的需要。国际移民组织(IOM)在国际移民治理中发挥了重要的作用,中国移民管理机关与国际移民组织逐步开展了合作。在移民管理体制改革的大背景下,我国移民机关需要进一步深化与国际移民组织的合作力度,制定国际移民发展规划、加强国际移民法治建设、深化国际执法合作、完善数据库建设和对接,提高国际移民治理能力。

It is necessary to strengthen cooperation with international organizations,which is the platform where China can expand its discourse power,deal with increasingly complicated international immigration situation in the process of globalization,make good use of the special roles of IOM in dealing with global immigrants and promote the reformation of Chinese immigration administration mechanism.The International Organization for Migration(IOM has played an important role in managing international immigrants and Chinese immigration administration has gradually cooperated.In the background of reforming the immigration managing mechanism,Chinese Immigration Administration should further cooperate with IOM,make immigration-management plan,strengthen the management of international immigrants,deepen the legal building of the related law,deepen international cooperation,perfect database and upgrade international immigrant management ability.
