摘要
本文利用方向性距离函数与Malmquist-Luenberger(ML)指数,构建了海洋经济绿色全要素生产率测度及技术进步要素偏向判别模型。以2006-2016年海洋经济投入产出相关数据为基础,系统地分析了不同时期我国海洋经济绿色增长的差异。研究显示:第一,从全国来看,我国海洋经济绿色全要素生产率呈现上升趋势。然而在资源环境约束下,海洋经济绿色全要素生产率的增长率呈现出先降后升的趋势。第二,从地区视角分析,技术进步是11个沿海地区海洋经济绿色生产率增长的主要驱动因素,且技术规模的变化影响最为显著。第三,就技术进步的偏向性角度而言,海洋经济整体上呈现出海洋劳动与资源的依赖性特征,但是大部分沿海地区的海洋经济呈现出节约资本,使用劳动和资源的特征,证明我国节能环保政策初显成效。
This paper constructs a total factor productivity measurement and technology progress factor biased discrimination model by using the directional distance function, and the Malmquist-Luenberger (ML) index. Based on the data of various inputs and outputs of green marine economy in China from 2006 to 2016, it systematically analyzes the development differences of green marine economy between different regions in China in different periods. The results of this paper are as follows: First, from a national perspective, China's green marine economic efficiency shows an upward trend, mainly due to the expansion of the national marine industry;but restricted by resources and environment, the growth rate of total factor productivity shows a trend of decreasing first and then rising. Secondly, from a regional perspective, the total factor productivity of the green marine economy in most provinces is on the rise, the technological progress is the main driving factor, and the impact of technological scale changes is most significant. Thirdly, in terms of the bias of technological progress, the marine economy as a whole shows the dependence characteristics on labor and resources;but the marine economy in most coastal areas shows the characteristics of saving capital, and using labor and resources, thus proving that China's energy conservation and environmental protection policies are beginning to show results.
