摘要
IDEA法案年度报告制度推动美国州一级政府建立发展特殊教育的责任体系,促进了美国特殊教育的全面发展。文章以第40个(2018)年度报告为例,在分析其内容、评估指标体系及发展数据基础上,对我国建立《残疾人教育条例》实施状况年度报告制度、评价指标体系以及做好数据工作等提出发展建议。
The annual report mechanism of the Individuals with Disabilities Education Act (IDEA) has promoted the establishment of an accountability system at the state level, hence boosted special education in the United States. Taking the 40th (2018) Annual Report as an example, this paper analyzes its content, index system and development data, and puts forward suggestions for the establishment of the annual report mechanism regarding the implementation of the Regulations on Education for Disabled Persons in China as well as the evaluation index system and data.
