近年来,天津市科技型中小企业发展迅猛,已成为拉动天津经济增长的重要力量。创新是科技型中小企业生存与发展的灵魂,当前天津市科技型中小企业创新意愿旺盛,创新环境优越,创新成果突出,但仍存在资金、人才和政策方面的约束,且不同发展阶段的中小企业创新能力存在明显差异,为进一步实现和巩固天津市科技型中小企业“铺天盖地、顶天立地”的发展态势,应创新人才培养模式和人才管理制度,深化金融科技创新,建立梯队化差异化的精准扶持政策,提高政策落实率。
