摘要
论文在总结国内外相关文献基础上,较系统地构建了一个政府购买社会服务综合绩效的评量模型。基于此模型并采用上海市浦东新区人口计生系统开展政府购买社会服务绩效管理与评估模式的探索经验和实证数据,从而对模型参数进行了科学估计。政府购买社会服务综合绩效评量模型包含四个子模块,即受托社会服务单位的基本管理制度建设达标绩效、社会服务单位组织管理绩效、政府相关工作人员满意度、被服务对象满意度等。通过政府购买社会服务综合绩效评量模型的构建,可以总结出一套可复制、可推广的政府购买社会服务绩效管理和评估方法,从而在一定程度上补齐政府购买社会服务绩效评估制度建设短板。
Based on a literature review of comprehensive performance evaluation of government purchasing public services, this paper designs a model of the comprehensive performance evaluation of government's purchasing social services and then scientifically estimates its parameters by using the data of social services purchased by family plan system in Pudong New Area, Shanghai. The model consists of four sub-models, namely (1) standard of basic management system construction of the entrusted social service units;(2) organization management performance(Employee Engagement) of the entrusted social service units;( 3) satisfaction of related government officials, and (4) satisfaction of service beneficiaries. This paper sums up some replicable and practicable methods for performance management and evaluation of government purchasing social services so as to institutionally make up the shortages of the institutional construction of government purchasing social services.
