摘要
在中国贫困地区特殊环境下,如何实质性超越传统贫困治理认知所展现的实践逻辑以深度形塑贫困内源性发展动力,既考验着地方贫困善治的智慧,也检视着既有贫困治理范式的弹性与张力。聚焦贫困地区发展环境不确定性这一特殊情景特质,引入缘起于生物现象和生物法则的生态冗余理论,建构环境不确定性情景下以冗余资源配置利用为主线的贫困地区可持续减贫策略。贫困地区冗余资源的作用过程包括冗余资源流动、修复、联结3个阶段,可分别视为随机扰动情景中保护性因素的调和、受损构件功能性恢复以及取得相对性恢复成果后继续保持积极适应的状态。贫困地区资源冗余性体现在数量性冗余和功能性冗余两个维度上,基于地方实践样态的冗余资源类型系统展现出丰富的实践样态。“冗余场源-冗余结构-冗余限度-冗余外显”及其复杂多面关系构成贫困治理冗余机制建构的最基本要素。
In the special context of poor areas in China,the adoption of practical approaches with a new perception of the endogenous driving force for development is both a challenge for the local poverty-alleviation wisdom and a test for the resilience and tension of poverty-alleviation paradigms.With a consideration of the uncertainty of development in these areas,this paper adopts the eco-redundancy theory to find out the sustainable poverty-alleviation strategy based on the proper allocation and exploitation of redundant resources.The process of using redundant resources in the poor areas includes three stages:resource circulation that adjusts the protective factors in random perturbation,functional reconstruction that aims at damaged components and resource integration that helps the active adaptation after obtaining relativistic reconstruction results.Resource redundancy in poor areas finds expression in two dimensions of quantitative redundancy and functional redundancy,and has various types in many local practices.The basic elements of the redundancy mechanism include the field source,structure,limitation,application of redundancy resources as well as their complex relationships in poverty alleviation.
