Several relationships to be well-handled to strengthen overall leadership of the Party committees in universities in the new era

分析了12个省份关于党委领导下的校长负责制的实施情况,发现党委的政治核心作用、办学治校主体责任、校院两级党委议事决策制度等还不够清晰。加强高校党委的全面领导必须处理好党委全面领导和校长负责制、政治性和科学性、方向性和有效性、党管意识形态和文化多元化的关系。

Based on the text analysis on the implementation of the principal responsibility system under the leadership of the Party committee in 12 provinces, it is found that political centrality of the Party committee, entity responsibility of running a school, rules of procedure and decision-making between subordinate college-level Party committees and university-level Party committee are not clearly established. Under this circumstance, the relationship between the overall leadership of Party committees and the principal responsibility, between political and scientific nature, orientation and effectiveness, party management ideology and cultural pluralism should be well handled in order to achieve the overall leadership of universities Party committees in the new era.
