摘要
"新脑皮层战"概念由美国退役陆军上校理查德·萨夫兰斯基于1994年提出,1997年被兰德公司收入《雅典娜的阵营:决战信息时代》报告。由于用词新颖,加之兰德公司推介,使"新脑皮层战"概念备受关注。该文通过文献分析和概念辨析等方法,揭示了"新脑皮层战"的双层内涵:浅层内涵与美军"心理战"的内涵基本相同;深层内涵与美军"五环理论"的内涵基本相同。因此,"新脑皮层战"概念本质上是"心理战"与"五环理论"的集成,其失败启示我军要有理论自信,科学求实地开展前瞻性军事理论创新。
Neocortical warfare is a concept proposed in 1994 by Richard Szafranski who is a retived colonel of the US Army,and this concept was recorded in Rand Report in 1997 entitled"In Athena’s Camp:Preparing for Conflict in the Information Age". Neocortical warfare has received global attention because of the novel words used to describe the concept and the introduction by Rand. We revealed the double connotations of this concept via literature analysis and distinction of concepts. The superficial connotation of neocortical warfare is very similar to that of"psychological warfare",and the deep connotation resembles that of"five rings model",so it is the combination of these two existing concepts rather than an original innovation in military concepts. The failure of neocortical warfare concept reminds us that we should be rational and self-confident enough innovate military theories in a scientific and practical way.
