摘要
为解决中低收入家庭住房困难问题,我国大力推进公租房建设工作,并逐步引入PPP模式,以促进公租房项目建设工作的顺利进行。本文分析比较国内外关于公租房PPP项目租金定价方法,提出公租房PPP项目成本+盈利+收入差别化定价模型,依据CAPM模型测算企业合理投资收益率,结合公租房的建设成本、资金成本等因素得出成本收益租金,在此基础上计算不同收入分组家庭住房支付能力,实现差别化定价,并对租金进行保障性检验。同时,实例验证了模型的可行性,并为公租房PPP项目租金定价提供方法依据,实现PPP模式在公租房建设中的可持续发展。
In order to solve the housing difficulties of low-and middle-income families, China has vigorously promoted the construction of public rental housing, and gradually introduced the PPP model to promote the smooth progress of the construction of public rental housing projects. This paper analyzes and compares the rent pricing method of public rental housing PPP project at home and abroad, proposes the cost+profit + income differential pricing model of public rental housing,calculates the reasonable investment return rate of the enterprise according to the CAPM model, and combines the construction cost and capital cost of public rental housing. The cost-benefit rent is obtained. On this basis, the ability to pay for the housing of different income groups is calculated,differential pricing is realized, and the rent is guaranteed. The example verifies the feasibility of the model and provides a method basis for the rent pricing of public rental housing PPP projects, and realizes the sustainable development of PPP mode in the construction of public rental housing.
