关于输配电定价成本监审办法实施效果评估——基于对政策后评估方法的分析

作为新一轮电力体制改革的关键环节和重要支撑,输配电价改革受到各界的高度重视。为推进输配电价改革,国家发展改革委制定了《输配电定价成本监审办法(试行)》(发改价格[2015]1347号),明确了输配电定价成本监审应遵循的原则,标志着电力行业成本监管进入新阶段。本文运用对比分析法,从配套法律法规保障、配套机制体系完善、定价成本构成与归集、定价成本核定标准应用、监审实施运行管理等几个方面对《输配电定价成本监审办法(试行)》进行后评估,总结输配电定价成本监审的实施成效,包括引领电力体制改革纵向推进,提升输配电价制定公开透明度,驱动电网企业全面精益化管理;进一步分析输配电定价成本监审实施存在的问题,并从宏观层面和微观层面为输配电定价成本监审的改进与完善提出相关建议。

As the key link and important support of the new round of electric power system reform, the reform of transmission and distribution price has received great attention. In order to promote the reform of transmission and distribution price, the National Development and Reform Commission has formulated Electricity Transmission and Distribution Cost Regulation Method(on trial)(Development and Reform Price [2015]1347). This paper uses comparative analysis method to make the post-evaluation of Electricity Transmission and Distribution Cost Regulation Method from the following aspects: supporting laws and regulations, perfecting supporting mechanism system,composition and collection of pricing costs, application of pricing cost verification standards,implementation and operation management of Regulation. In addition, this paper summarizes the effectiveness of the implementation of the regulation, and analyzes the problems existing in the implementation. Finally, it puts forward relevant suggestions for the improvement and perfection of the regulation from macro and micro levels.
