The development of globalization has changed the model of government governance, and the implementation of government policies needs to be completed in collaboration with the private sector and civil society through governance interdependence. In order to form governance interdependence, it is necessary to construct a trinity of public-private partnership among government, private sector and society. Good governance depends on the implementation of policies, which requires the government to enhance governance capacity, connect policy implementation networks and accumulate social capital of mutual trust. Therefore, policy implementation and governance transformation are closely aligned to facilitate the implementation of government policy objectives.
