互联网技术与技术史上的其他技术形式一样,在发展与应用的过程中,与社会各个领域发生着复杂且丰富的互动。互联网公益是“互联网+”国家战略的重要组成部分,在二十余年的发展历程中,经历了三个阶段:“公益+互联网”的1.0阶段、“互联网+公益”的2.0阶段、互联网与公益真正融为一体的3.0阶段,其中遍布着技术应用及其行动者的消亡、转型、新生、重生等事件,这是互联网技术应用到公益领域的“死与生”的故事,也是技术与社会相互调试的过程,市场、政策和舆论等诸多因素是其互构的中介与桥梁。技术不仅作为工具提升了效率,也作为平台连接起弥散化的发展方式,沟通起不同的价值与理念,更重要的,它作为文本写入人类心灵。由此,综合考虑技术应用过程中的复杂情况,积极应对愈加多元的个体化行动与场景化行动;同时,规避技术与社会之间可能的异步困境,争取二者之间互相促进、协调共生的同步之境,将是技术治理的重要内容。

Internet technology,like other forms of technology in the history of technology,has undergone complex and rich interactions with various fields of society.Internet philanthropy is an important part of the “Internet +” national strategy.In the process of more than 20 years of development,it has gone through three stages:the 1.0 stage of“philanthropy + Internet”,the 2.0 stage of“Internet + philanthropy”,and the 3.0 stage of the true integration of the Internet and philanthropy.During above stages,there is full of the application of technology and its actor's demise,transformation,new life,rebirth,etc.This is the story of the "death and growth" of Internet technology applied to the philanthropy field.It is also the process of mutual debugging between technology and society.Market,policy and public opinion and many other factors are the intermediaries and bridges of their mutual construction.Technology not only enhances efficiency as a tool,but also connects decentralization development mode as a platform,communicating different values and ideas,and more importantly,it is written as a text into the human mind.Therefore,comprehensive consideration of the complex situation in the process of technology application,active respond to more diverse individualized actions and scenario actions;at the same time,avoiding the possible asynchronous dilemma between technology and society,and striving for mutual promotion and coordination between the two,will be important parts of technology governance.
