The population of Southeast Asia exhibits great diversity in terms of ethnic composition. Meanwhile, ethnic conflict, a common problem faced by many Southeast Asian countries, has exerted significant impacts on inter-state relations as well as the development of regionalism. This article summaries the ethnic composition of Southeast Asian countries and develops a typology of the ethnic conflict in this region. On this basis, this article argues that the spillover effect of armed conflict and the externalization of political competition give rise to the inter-state mistrusts, and result in the selective application of regional norms. The two mechanisms combined constitute a major barrier to regional identity formation.
