摘要
在我国立法评估的大潮中,教育立法评估也日渐得到人们的重视。目前,我国对教育立法评估的研究大多停留在理论研究的层面上。因此,从实践上考察域外教育立法评估方面的经验教训,对于进一步推进我国的教育立法评估工作不无裨益。域外教育立法评估比较关注包括学生在内的利害关系方这一因素。我国教育立法评估也需要关注相关的利害关系方,同时也需要注意区分立法评估和绩效评估,还需要关注教育国际化因素的影响。
In the tide of the evaluation of legislation in China, the evaluation of educational legislation has been increasingly valued by people. However, currently it is relatively at the level of theoretical research. Therefore, it is useful to examine the experience and lessons of the overseas evaluation of educational legislation in practice to facilitate the evaluation of educational legislation in China. The overseas evaluation of educational legislation pays more attention to relevant stakeholders. China’s evaluation of educational legislation also needs to pay attention to relevant stakeholders. In addition, China’s evaluation of educational legislation also needs to distinguish between legislative evaluation and key performance, and pays attention to the impact of internationalization of education.
