土地流转、资源动员与农民分化——基于宁夏红寺堡区B村的研究

Land Transfer,Resource Mobilization and Peasant Differentiation——Based on the Study of B Village of Hongsibu District in Ningxia Hui Autonomous Region

农村土地制度变革一直深刻影响着中国社会变迁。近几年来,土地流转已经成为中国农村土地制度改革的重要组成部分。本文选取宁夏吴忠市红寺堡区B村为田野点,分析了B村土地流转中农民分化与基层动员的过程。研究发现,在项目制的运作框架下,乡村干部更容易追求“权力—资本”共同体的局部利益,他们往往会借助其在乡村社会中的权力关系网络,通过项目补偿、水资源控制和农村低保等实现社会动员目标,这在一定程度上导致了资源重新配置后乡村社会的进一步分化。

The transformation of the rural land system has profoundly affected Chinese social changes through the ages. In recent years, land transfer has become an important part of the rural land system reform in China. This paper exams how grassroots cadres mobilize different peasants to join in land transfer in B village of Hongsibu district in Ningxia Hui autonomous region. It argues that the rural cadres are more likely to pursue the partial and local interests of the “power-capital” community under the operation framework of the project system. By using their networks of power relations in rural society, the rural cadres achieve the goals of social mobilization through project compensation, control of water resources and rural subsistence allowances, which to a certain extent leads to the further differentiation of rural society after the reallocation of resources.
