中国河口—越南老街跨境经济合作区建设的意义、现状和前景

The Significance, Status Quo and Prospects of Construction of Hekou of China-Laocai of Vietnam Cross-border Economic Cooperation Zone

云南省红河哈尼族彝族自治州河口瑶族自治县由于其区位优势,经国务院批准为沿边开放县,属于国家一类口岸,设立边境经济合作区。目前,河口县还有一个省级批准的河口特色加工工业园区以及一个正待中越两国中央政府审批的跨境经济合作区。跨境经济合作区是区域经济一体化趋势下的一种新型次区域经济合作区,由其特有的地理位置及政策优惠,前景看好,被各边境省区探索建立,报国家审核批准。中国河口—越南老街跨境经济合作区经过中越两国地方政府多年的磋商与合作及积极争取中央的支持,已经获得了一定的发展。文章主要从建设中国河口—越南老街跨境经济合作区的意义、进展情况等各方面分析其前景,并对其所面临的问题及挑战提出相应的对策建议。

Hekou Yao Autonomous County belongs to the national first-class port and establishes a border economic cooperation zone. At present, there is also a provincial-approved Hekou Processing Industrial Park in the county and a Cross-border Economic Cooperation Zone that is being approved by both the central government of China and Vietnam. The Cross-border Economic Cooperation Zone is a new type of sub-regional economic cooperation zone under the trend of regional economic integration. Hekou of China-Laocai of Vietnam Cross-border Economic Cooperation Zone has achieved certain development after years of consultation and cooperation between the local governments of China and Vietnam and actively seeking support from the central government. This paper mainly analyzes the significance, progress and various aspects of the construction of Hekou of China-Laocai of Vietnam Cross-border Economic Cooperation Zone, and proposes corresponding countermeasures and suggestions for the problems and challenges it faces.
