边疆少数民族地区农村公共文化产品供给效率研究——以云南省安宁市为例

The Supply Efficiency of Rural Public Cultural Products in Frontier Minority Areas: A Case Study of Anning in Yunnan Province

为充分掌握边疆少数民族地区农村公共文化产品供给现状,本文对云南省安宁市所辖的9个街道、98个村(居)委会的公共文化设施的建设与管理、基本服务项目、服务保障、服务的法律责任、硬件设施、人员配备、绩效评估等情况进行走访和调查,并对调查的结果进行分析和探讨。针对存在的问题,提出加大资金投入、加强人才队伍建、完善政策法规、满足基层群众需求、供给体现民族特色等对策建议,以期进一步提升边疆少数民族地区农村公共文化产品的供给效率。

In order to fully grasp the status of rural public cultural products supply in frontier minority areas,this paper visits and investigates the construction and management of the public cultural facilities of the 9 streets and 98 village committees in Anning of Yunnan Province,including basic service items,service guarantee,the legal responsibility of the service,hardware facilities,staffing,performance evaluation etc.,and analyzes and discusses the results of the investigation.In view of the existing problems,this paper puts forward some suggestions on increasing capital investment,strengthening the construction of talent team,perfecting the policies and regulations,satisfying the needs of the grassroots and providing the national characteristics,so as to further improve the supply efficiency of rural public cultural products in frontier minority areas.
