政治“两面人”现象的危害、成因及其防治

The Harm, Causes and Prevention of the Phenomenon of “Two-faced Persons” in Politics

当前,我国政治生态方面存在“两面人”现象,其社会危害性不可低估。政治“两面人”现象的存在,除了与个别党政干部的品德修养不高、政治信仰缺失有一定的关系外,利益驱使、封建官场文化的侵蚀及管理监督体制不完善等,均是不可忽视的原因。防治政治“两面人”现象必须抓好五个着力点:加强党内政治文化建设,使党政干部自觉不做政治“两面人”;加强党政干部诚信体系建设,引导他们树立诚实守信的政德观;健全和完善干部选拔任用机制,把政治“两面人”挡在干部队伍大门之外;完善干部考核机制,突出对党政干部遵守政治纪律和政治规矩情况的考核;加大查处力度,对个别党政干部政治“两面人”行为进行严厉惩处。

At present, there is a phenomenon of "two-faced people" in China′s political ecology, and its social harmfulness cannot be underestimated. The main reasons for the phenomenon of "two-faced people" in politics include: low moral accomplishment of some cadres, lack of political beliefs, being interest-driven, erosion of feudal official culture and imperfect management and supervision system. The prevention and control of political "two-faced people" must focus on five key points: strengthening the construction of inner party political culture so that party and government cadres do not consciously act as "two-faced people";strengthening the construction of honest and trustworthy system of party and government cadres and guiding them to establish honest and trustworthy political morality;perfecting the mechanism of selecting and appointing cadres, and keeping political "two-faced people" out of the gate of cadre ranks;improving the cadre assessment mechanism, highlighting the assessment of the compliance of party and government cadres with political discipline and rules;intensifying the investigation and punishment, and severely punishing the political "two-faced people" behavior of individual party and government cadres.
