新型城镇化社区治理面临的结构性困境及其破解——上海市金山区实践探索带来的启示

Structural Dilemma of New Urbanization Community Governance and Its Solution——Enlightenment from Practical Exploration in Jinshan District of Shanghai

新型城镇化社区治理是基层社会治理的重要领域,但面临一系列结构性困境,如社区人口结构异质性导致居民诉求复杂化,社区权力结构失衡加剧小区管理困难,社区组织关系结构难以协调造成协同治理能力薄弱等。这些结构性困境使新型城镇化社区治理成为基层社会治理的短板和薄弱环节。弥补基层社会治理短板、进一步加强和创新社会治理、实现国家治理体系和治理能力现代化,都需要从治理理念、治理主体、治理方式和治理机制等社区治理体系结构方面不断探索符合新型城镇化社区特点与规律的社区治理之路。上海市金山区在新型城镇化社区治理方面的实践探索,为破解新型城镇化社区治理面临的结构性困境提供了可资借鉴的对策思路。

New urbanization community governance is an important field of grassroots social governance, but it faces a series of structural difficulties, such as the complexity of residents′ appeal caused by heterogeneity of community population structure, the imbalance of community power structure aggravating difficulties in community management, and difficulty in coordinating the relationship structure of community organizations results in weak ability of collaborative governance. These structural predicaments make the new urbanization community governance become the short board and weak link in grassroots social governance. To make up for the shortcomings of grass-roots social governance, further strengthen and innovate social governance, and realize the modernization of national governance system and governance capacity, we need to explore the way of community governance in line with the characteristics and laws of new urbanized communities from the concept, subject, mode and mechanism of governance. The practical exploration on community governance of new urbanization in Jinshan District of Shanghai provides a reference for solving the structural predicament of community governance of new urbanization.
