基于ANT理论的工业园区安全生产托管动力机制研究

Study on the Dynamic Mechanism of Safe Production and Hosting in Industrial Park Based on ANT Theory

安全生产托管是实现安全生产资源有效利用和配置的方式,也是实现工业园区本质安全的必由之路。本文应用行动者网络理论(actor-network theory,ANT),以工业园区企业安全生产托管为研究对象,通过实地调研和理论分析,探究工业园区安全生产托管的动力机制运行原理,厘清工业园区安全生产托管动力机制的演变过程,揭示政府引导工业园区企业参与安全生产托管的政策着力点。研究结果表明:政府需要通过宏观调控和政策指导,转变园区企业安全生产理念,为其提供资源扶持;促使安全服务机构社会化、法律化、市场化,规范服务;园区管理方要发挥桥梁与纽带作用。

Safe production and custody is the way to achieve effective use and configuration of safe production resources, and it is also the only way for intrinsic safety of industrial parks. This article applies the actor network theory and takes the safe production and management of industrial park enterprises as the research object. Through on-the-spot investigation and theoretical analysis, it explores the operating mechanism of the safe mechanism of safe production custody in industrial parks, clarifies the evolution process of the safe production custody power mechanism in industrial parks and reveals the government’s policy of guiding enterprises in industrial parks to participate in safe production custody. The research results show that the government needs to change the concept of safe production in the park through macroeconomic regulation and policy guidance and provide resources support for it, to promote the socialization, legalization, marketization, and standardization of services for safety service organizations. The park management should play the role of bridge and bond.
