摘要
目的:对样本医院的人力资源配置现状及效率进行深入分析,为优化其配置效率提供参考。方法:对医院基本情况、职工类型分布、人员职称分布、人员学历结构进行描述性分析,采用DEA基本理论与方法评价并分析样本医院2013-2017年人力资源配置的技术效率。结果:截至2018年,卫生技术人员占比和医师占比分别高于72%和25%的国家标准,护理人员占卫技人员比例与医护比分别低于50%和1∶2的国家标准,且缺乏高层次技术人员和护理人员;2017年医院的人力资源配置效率为相对有效(技术效率和规模效率均为1),其他年份均未实现人力资源投入产出的最优化。结论:人力资源配置标准亟需科学制定,人员构成有待进一步优化;人才培养机制仍需不断强化,高层次护理人才尚需着重培养。
Objective: To analyze the circumstance of human resources allocation and efficiency of the hospital, so as to provide a reliable basis for improvement of human resource. Methods: The hospital’s basic situation, composition, professional titles and educational backgrounds of staffs were respectively described. The technology efficiency of human resources allocation was evaluated from 2013 to 2017. Results: Till 2018, the proportions of health technicians and physicians were higher than the national standards of 72% and 25% respectively, and the ratio of nursing staff to health care workers and the ratio of doctor and nurse were lower than the national standards of 50% and 1∶2 respectively. The hospital lacked high level technicians and nursing staff. In 2017, the hospital’s human resource allocative efficiency was relatively effective(technical efficiency and scale efficiency were both 1), and the optimization of human resources’ input-output was not achieved in other years. Conclusion: Human resource allocation standards should be formulated scientifically, staff composition and training mechanisms of talents needed to be optimized, and training of high-level nursing talents should be emphasized as well.
