基于DPSIR模型的土地利用总体规划环境影响评价——以新疆阿克苏市为例

Environmental Impact Assessment of the General Land Use Planning Based on DPSIR Model——A Case of Aksu City in Xinjiang

以阿克苏市为研究区域,在分析阿克苏市土地利用现状的基础上,运用成对比较法确定主要环境影响因子,构建基于DPSIR模型的评价指标体系,运用AHP计算各指标权重,以此来分析该规划实施对阿克苏市环境造成的影响。结果表明,土地利用规划的实施对阿克苏市的生态环境有着改善的作用,促进了当地可持续发展。并且可以找出权重较大的指标有针对性地采取措施为土地利用总体规划的实施提供决策依据,并且为下一次土地利用规划定制提供一定的建议。

Taking Aksu as a research area,based on the analysis of the status quo of land use in Aksu,we used pairwise comparison method to determine the main environmental impact factors,then constructed an evaluation index system based on DPSIR model and calculated the weight of each indicator using AHP in order to analyze the impact of the implementation of the plan on the environment of Aksu City.The results showed that the implementation of land use planning has improved the ecological environment of Aksu and promoted local sustainable development.It was possible to identify indicators with large weights and took targeted measures to provide decision-making basis for the implementation of the overall land use planning and provide some suggestions for the next customization of land use planning.
