摘要
对应用技术协同创新中心实体性、独立性的组织属性,多主体协同攻关、多学科交叉研究的特点及其运行机制的影响因素进行探讨,认为应用技术协同创新中心存在组织架构单一、管理体制僵化、多方利益冲突等困境。以黎明职业大学为例,提出制定中心章程、机构工作条例,创新人事管理办法和经费管理办法,建立与管理体制创新相适应的运行机制等建设路径。
The discussion on the organizational attributes of the applied technology collaborative innovation center,namely substantiality,independence,and its characteristics of multi-agent collaborative and multidisciplinary research,the factors affecting its operational mechanism led to the findings that the application technology collaborative innovation center has dilemmas such as a single organizational structure,a rigid management system,and multiple conflicts of interest.Based on a case study in Liming Vocational University,some construction paths were proposed such as formulating a statute and institutional work regulations,innovating personnel management methods and fund management methods,and establishing an operational mechanism that is compatible with the management system innovation.
