生态文明思想视角下西宁市南北山绿化成效思考

Thinking on the Afforestation Effect of the South-north hills in Xining under the Perspective of Ecological Civilization

党的十八大以来,习近平总书记对生态文明建设作出了一系列重要论述,丰富和发展了当代中国马克思主义理论,形成了指导国家长远发展的中国特色社会主义生态观,它对于建设生态文明、建设美丽中国、实现中华民族永续发展具有重大的现实意义和深远的历史意义。西宁市南北山绿化工程自1998年实施以来,初步建成了山地森林生态系统,建成了比较完善的绿化基础设施体系和一批惠及于民的公园、景区、景点,形成了符合南北山绿化实际的管理管护体系。领导重视,高位推动,深化体制机制改革,加强基础设施建设等是这项工程取得成效的经验。建议下一步从建设生态林业、景观林业、和谐林业等多方面持续推进西宁市南北山绿化与生态文明建设。

Since the Eighteenth National Congress of the Communist Party of China, General Secretary, Xi Jinping has given a series of important expositions on the ecological civilization construction, which enrich and develop Contemporary Chinese Marxist theory, form Socialist Ecological view with Chinese Characteristics Guiding the long-term development of the country. These important expositions are of momentous current significance and far-reaching historical significance to developing an ecological civilization, building a beautiful China, achieving the sustainable development of the Chinese nation. The artificial forestation in Xining North-south hills was implemented in1998. Since 1998,it has established preliminarily mountain forest ecosystem, relatively perfect forestation infrastructure systems, a number of parks, scenic aeras, scenic spots which benefit the people, as well as forms its own management and protection system in accordance with the actual situation of artificial forestation in Xining North-south hills. It has obtained the leaders’ attention, promotion from high position, deepening the reform of institutional mechanisms, and strengthening infrastructure construction, which is successful experience of this project. It is suggested that the afforestation of North-south hills and ecological civilization construction in Xining city should be continuously promoted from the aspects of ecological forestry, landscape forestry and harmonious forestry.
