摘要
在新形势下,如何建设林草人才队伍,有效挖掘林草行业人力资源潜力,推动林业和草原事业高质量发展,是关系林业和草原行业未来发展的关键问题。新时代,我国林草人才工作的特点是林草行业对人才的吸引力不高,对人才的跨界性有新要求,人才发展体制机制改革需持续深化。面对当前我国林草行业人才队伍存在的人才总量不足、高层次人才欠缺,人才结构不合理、人才分布明显失衡,教育培训工作不能满足行业发展需要等问题,要提高对林草人才队伍建设重要性的认识,创新林草人才队伍建设机制,建立现代林草教育培训体系。
Under the new situation,the key to the forest and grassland sector is sector practitioners,effective exploration of human resource potentials,and high-quality development for forest and grassland in China in the future. In the new era,the sector is less attractive than others,which dues to a urgent need of interdisciplinary sectors and deepened institutional reform. The challenges that we are faced with also include shortage of sector practitioners,especially senior professionals,unreasonable talent structure,unbalanced talent distribution and geographical distribution of them,and insufficient educational and training programs. We must fully realize the importance of talent cultivation,bring innovation to relevant institutions and mechanisms,and establish a modern education and training scheme for the sector.
