村级党组织“一把手”的腐败治理——基于H省134个案例的分析

Corruption Governance of "Top Leaders" in Village Party Organizations——Based on 134 Cases of H Province

人民群众对于身边的腐败感受最为深切,治理村级党组织"一把手"腐败是新时代深入推进反腐败斗争的重大战略任务,也是巩固反腐败压倒性胜利的逻辑必然。从对H省134名腐败案例的腐败类型、特征分析可以看出,理想信念不坚定、经济待遇偏低、上升渠道不畅通、党内政治生活不正常是村级党组织"一把手"腐败的原因所在。新时代深入推进反腐败斗争,要努力构建弱化腐败动机、减少腐败机会、打击腐败行为三位一体的协同反腐败机制,使之不敢腐、不能腐、不想腐,进一步推进全面从严治党向基层延伸,营造风清气正的政治生态。

The people are most deeply concerned on the corruption around them. Governing corruption of "top leader" in the village Party organizations is a major strategic task in the New Era to further advance the anti-corruption struggle, and is also the logical necessity to consolidate the overwhelming victory of anti-corruption. The empirical analysis of corruption paradigm and corruption characteristics is carried out based on the 134 cases of corruption selected in H province. It is concluded that the infirm ideal belief, the low economic treatment, the unsmooth rising channel, and the unnormal political life in the party are reasons of corruption of "top leader" in the village Party organizations. Thus, a three-in-one coordinated anti-corruption mechanism that weakens the motives of corruption, reduces the chances of corruption, and combats the behaviors of corruption should be formed in order to make sure "top leaders" in village Party organizations don’t dare to corrupt,can’t corrupt and don’t want to corrupt in the New Era. Through corruption governance of "top leaders" in village Party organizations, promote political ecology and seeing Party self-governance exercised fully and with rigor development.
