协作共治视角下公共安全治理模式构建

面对多样、高效、持续的公共安全需求,政府单一供给模式已经难以为继,风险、权力和责任在政府与市场和社会之间分享与分担将不可避免。理念、制度、运行需要同步更新,融合多元社会主体和资源参与形成协作共治的公共安全治理新格局将是未来的发展趋势。强调参与主体的多元性和多样性,在共同利益的基础上建立信任关系,更多运用多样化的协商手段达成治理网络决策与行动的一致,这些共同构成公共安全协作共治模式的关键要素。以市场供给、激励协作和志愿参与等方式建立政府与其他治理主体之间的协作关系,以层层递进的方式逐步达成公共安全治理伙伴关系的更高层次。

It is unsustainable to meet the diverse,efficient and sustained public security needs using a single government supply model. It is inevitable that risk, power and responsibility are shared among government, market and society.Accordingly, ideas, systems and operations need to be updated simultaneously. The new pattern of public security governance that integrates pluralistic social subjects and resources to form a collaborative and co-governance will be the future development trend. Emphasizing on the diversity of the participating entities, the establishment of trust based on the common interests, and the use of diversified negotiating means to achieve the consistency of governance decisions and actions,which together constitute the key elements of the public security collaborative governance model. Therefore, we meed to establish a collaborative relationship between the government and other governance entities in the form of market supply, incentive collaboration and voluntary participation, and gradually reach a higher level of public security governance partnerships in a step-by-step manner.
