本文针对“三零”国际经贸规则进行研究,阐述了“三零”已经成为国际经贸规则变革的重要趋势,分析了“三零”规则的主要特征及美欧日的进展情况,重点分析了我国实施“三零”规则的利弊及风险,并提出了以“三零”规则推动自贸区谈判进程,大幅消减服务业市场壁垒,对标高标准自贸区边境内规则优化营商环境,以减少市场扭曲为导向改革补贴方式,强化外资安全审查和事中事后监管,率先在自贸试验区和自由贸易港试点“三零”规则等政策建议。

The paper studies the three zerosv rule in international economic and trade. We expound that “three zeros” has become an important trend of the reform of international economic and trade rules, analyze the main features of the “three zeros” rule and the progress in United States, Europe and Japan. Moreover, the paper focuses on the advantages and disadvantages of implementing the uthree zeros^ rule in China, puts forward to pro mote the negotiation process of the FTZ, greatly reduces the barriers to the service sector market, uses the high standard rules of within the border FTZ to optimize the business environment. Furthermore, the paper proposes to reduce market distortion-oriented subsidies, strengthen foreign capital security review and concurrent and ex post su pervision, take 44three zerosJ, rule experiments in the Free Trade Zone and the Free Trade Port, etc.
