摘要 综合能源系统的四大特征是以客户为中心、供需相协调、以技术为驱动、以改革为契机。以安徽省大别山区某县为例,提出构建县域综合能源系统的设想。在分析县域资源禀赋和用能特点的基础上,按照分布式供能、多能互补、绿色用能、智慧用能的原则,以最大程度提高区域能源利用效率和可再生能源利用率为目的,分区域制定供用能方案。其中,将县城区域(含经济开发区)列为能源利用核心区,它是主要的工业聚集区和用能负荷区,该区域的供用能策略是以分布式能源为基础,打造多能互补综合能源系统。将核心区以外的其他县域列为在拓展区,该区面积较大,用能密度较低,可再生能源较丰富。该区域的供用能策略是积极推广可再生能源,并配以能源小镇和能源民生工程建设,最终实现全县域绿色用能。经测算,核心区多能互补综合能源系统建成后,从用能侧考虑,综合能效可达到80.7%,提高约30个百分点;从供能侧考虑,综合能效可达到63.2%。区域绿色用能比例大幅提升,近期目标实现后,可再生能源渗透率有望超过40%,绿色电能本地消费占比不低于80%;远期目标基本形成以绿色能源为主的现代能源体系,区域可再生能源渗透率超过50%,绿色电能本地消费占比100%。 Integrated energy system centers on customer,balances the supply and demand,uses technology as the driving force and takes reform as the opportunity.Taking a county in Dabie mountain area in Anhui Province as an example,this paper presents the idea of constructing integrated energy system in county region.On the basis of analyzing the resource endowment and energy use characteristics of the county,energy supply and use plans are formulated for different regions according to the principles of distributed energy supply,multi-energy complementarity,green energy use and smart energy use,with the aim of maximizing the regional energy utilization efficiency and renewable energy utilization rate.Among them,the county town area,including the economic development zone,is listed as the core area of energy utilization.Its energy supply and use strategy is to build a multi-energy complementary integrated energy system based on distributed energy.Other county regions beyond the core area are listed as the expansion area,which has large floor area,low energy use density and abundant renewable energy.The energy supply and use strategy in this region is to actively promote the use of renewable energy,together with the construction of energy towns and energy projects related to people′ s livelihood,to ultimately achieve county-wide green energy use.It is calculated that after the completion of the multi-energy complementary integrated energy system in the core area,the comprehensive energy efficiency can reach 80.7%,about 30% higher,on the energy use side and 63.2% on the energy supply side.The proportion of green energy use in the region can be greatly improved.After the nearterm target is achieved,the renewable energy penetration is expected to exceed 40%,and the proportion of local green energy consumption will be not less than 80%.In the long-term,a modern energy system based on green energy will be basically formed,the regional renewable energy penetration will exceed 50%,and the proportion of local green energy consumption will be 100%.
