从"产业"出发,会把文化和旅游融合发展"降格"为一个"经济问題",陷入到"就产业论产业"的怪圈。城市是文化经济最活跃的空间,城市人口是文化旅游最重要的主体,多元跨界性质的文化旅游业不只是一个产业理论和实践问题,也是一个与城市环境、管理、社会、文化等密切相关的"城市问题"。把文化、旅游融合发展作为推进新型城镇化建设的重要目标进行研究和设计,有助于促使其与城市的总体发展战略、规划、目标更好地衔接,推动相关部门、领域协调合作。在后工业时代,文化和旅游融合发展最需要关注的是"从生产端转向消费端"与"从生产性城市转向消费性城市"的重大转变。

If explored from the "industry" level, the integrated development of culture and tourism will be "downgraded", to an "economic issue" and the study of it will become an "empty talk about industry". The city is the most active space of the cultural economy, and the urban population is the most important subject of cultural tourism. The cross-industry cultural tourism is not only a theoretical and practical industrial issue, but also an "urban issue" closely related to urban environment, management, society and culture. To study and design the integration of culture and tourism as an important goal of promoting the new type of urbanization will help it to better link up with the overall development strategy, planning and objectives of the city and promote inter-departmental and cross-sector coordination and cooperation. In the post-industrial era, the integration of culture and tourism needs to pay more attention to the major changes "from the production end to the consumption end" and "from production-based cities to consumption-based cities".
