Respond to the Communication Strategies of Western Human Rights Discourse

肇始于近代欧洲的人权理论在西方经过发展已逐步系统化,然而以美国为首的西方国家为了实现其人权外交的政策,提出了天赋人权、人权只是个人权利、政治权利是人权的核心以及人权的基础是普遍的等诸多主张作为传播其人权话语的基本策略,这不仅是对国际人权问题的渲染和曲解,更是在为西方干涉发展中国家内政寻求理论依据。对这些问题的应对就构成了我国在人权领域中的首要任务:继续大力推进我国人权事业健康发展;加强与国际社会在人权领域的交流与合作。以此来应对西方国家人权话语,并构建中国自己的人权话语体系。

The human rights theory originating in modern Europe has gradually developed into a complete system in the West after long-term development. However, in order to realize the objectives of their human rights diplomacy, the US-led Western countries have put forward many propositions as the basic strategy of spreading their human rights discourse, such as natural human rights, human rights are only individual rights, political rights are the key of human rights, and the basis of human rights is universal. This is not only an exaggeration and misinterpretation of the international human rights issue, but also a step to seek theoretical basis for Western interference in the internal affairs of the developing countries. Dealing with these problems constitutes our primary task in the field of human rights. We should continue to vigorously promote the healthy development of human rights in China, and strengthen exchanges and cooperation with the international community in the field of human rights, in order to deal with the human rights discourse of the Western countries, and build China’s own human rights discourse system.
