边境旅游发展中的政府作用分析——以凭祥市为例

On the Role of Government in the Development of Border Tourism:A Case Study on Pingxiang City

边境旅游业由境内旅游和跨境旅游结合在一起的一种具有边疆特色的旅游产业,其能够促进边境地区的开发和经济发展,具有稳定边疆和巩固国防等积极作用。政府在发展地区旅游业中扮演着主导者和规划者的重要角色,肩负着规划开发、宣传推广、管理监督和保护环境等多项工作作用及责任,如何在这些责任中找准自身的定位并履行好本职能工作,以发挥好政府的作用,是当地政府目前急需解决的问题。以凭祥市为考察对象,从政府角度出发,通过分析凭祥市边境旅游业发展的现状,研究当前边境旅游业发展中地方政府作用的缺失和不足,从而提出相应的对策建议。

Border tourism is a kind of tourism industry with border characteristics,which is a combination of domestic tourism and cross-border tourism.It can promote the exploitation and economic development of border areas,stabilize the frontier and consolidate national defense.The government plays an important role as a leader and planner in the development of regional tourism.It shoulders many responsibilities such as planning and development,promotion,management supervision and environmental protection.How to identify and position itself in these responsibilities so that it can play the role of the government well is an urgent problem that the local government needs to solve.Taking Pingxiang City as the object,this paper analyzes the current situation of border tourism development in Pingxiang City from the perspective of government,focusing on the lack and deficiency of the role of local government in the development of border tourism.And some solutions are offered after analyzing these problems.
