Research on the Quality Governance in Open University UK under the New Public Governance Paradigm

质量是高等教育的生命线,远程教育的质量建设是其脱胎换骨的关键。进入新世纪后,随着高等教育利益相关体的增多,新公共治理思想推动着英国开放大学质量治理方式的改革,使其呈现出:质量治理主体多元化、网络化的趋势;强调"以学生为中心"的服务主导思想;注重质量文化建设等诸多特点。这对我国当下远程教育的质量治理体系建设具有重要的示范作用。

Quality is the lifeline of higher education,and the quality assurance of distance education is vital to its regeneration.After entering the new century,with the increase of stakeholders in higher education,the reform of quality governance in Open University UK has been greatly influenced by the new public theory,which shows the following characteristics:diversification and networking of quality governance main bodies;emphasis on“student-centered”support service;the development of quality culture,and so on.This is an important demonstration for the quality governance system of distance education in China.
