摘要
日本老龄化进程领先,相关制度安排已相对成熟完善,然而老龄化持续发展也带来了新的挑战。为此日本从2015年起出台了一系列新政策,在老年照料的劳动力来源、服务体系和科技产品等方面做出了整体规划部署,也针对与之相联系的老年家庭成员照料负担、工作方式的弊病和未婚少子化等问题提出了改革措施,这些政策具有全局性和系统性。借鉴日本老龄化发展经验、政策设计和具体措施,我国可在基础数据和调查测算、社会保障制度、老龄相关产业发展和家庭能力建设四个方面加强老龄化应对政策体系。
The development of aging in Japan is advanced, and the institutional arrangements for aging society are relatively mature. However, the continuous deepening of aging has also brought new challenges. Comprehensively and systematically, a series of new policies have been introduced since 2015, including labor sources, the service system, and scientific and technological products for elderly care, as well as addressing problems of the burden of care of elderly family members, working methods and declining birth. Drawn lessons from experience, policy design, and specific measures of Japan, we can build a framework of coping strategies associated with basic data and investigation, social security systems, development of old-age-related industries and family capacity in China.
