苏南乡村集中社区建设类型演进研究——基于乡村治理变迁的视角

A STUDY ON THE EVOLUTION OF THE TYPES OF RURAL CONCENTRATED COMMUNITY CONSTRUCTION IN SOUTHERN JIANGSU PROVINCE: FROM THE PERSPECTIVE OF RURAL GOVERNANCE CHANGES

乡村集中社区建设蕴含着丰富的治理内涵,其建设类型也深受乡村治理模式的约束。基于乡村集中社区建设与乡村治理之间内在关联,建立了一个理论动态分析框架,并以苏南为例,从乡村治理变迁的视角,系统地剖析了苏南乡村集中社区类型演进机制。改革开放以来,乡村治理模式出现由“汲取型政权”下的乡村有限自治,向“财政下乡+土地资本化”下的项目治理,再向乡村多元治理方向转变。在乡村治理变迁推动下,乡村集中社区建设类型呈现由“村社自主建设”到“政府主导建设”,再到“多元主体共建”的演化路径。

The construction of rural concentrated comm unity contains rich connotation of rural governance,and its construction types are deeply influenced by the rural governance model.Based on the internal relationship between rural concentrated community construction and rural governance,this paper builds a dynamic correlation analysis framework for the evolution of rural concentrated community construction.Taking Southern Jiangsu Province as an example,it systematically analyzes the evolutional mechanism of the types of rural concentrated community construction from the perspective of rural governance changes.Since the reform and opening up,Chinese rural governance model has changed from"rural limited autonomy"to"rural project governance",and then to"rural pluralistic governance".With the changes of rural governance,rural concentrated communities in Southern Jiangsu Province present different types:from village autonomic construction to governmentled construction,and then to multi-stakeholder joint construction.
