“一带一路”省市高新技术产业创新效率研究——基于网络DEA的测度方法 被引量:13

摘要 我国在转型经济、研发资源紧缺的情况下,不仅要注重创新资源的投入,更要注重提高创新资源的效率。文中收集“一带一路”17省市2009—2015年高新技术产业创新链投入产出的面板数据,运用网络DEA方法,对创新过程中研发与商业化效率进行测度、求出各阶段的冗余松弛及规模收益。结果表明:“一带一路”各省市分布不均衡,并且研发效率整体较低、商业化效率整体较高。研发阶段:内蒙古、黑龙江等8省市效率最优,无冗余松弛,其余9省市存在不同程度的投入冗余与产出松弛;甘肃、青海等4省的规模效率递增,内蒙古、青海规模收益不变,辽宁、吉林等11省市规模收益递减。商业化阶段:浙江、福建等5省投入产出达到最优,无冗余松弛现象,其余12省市商业化阶段投入存在大量冗余;上海市规模效率呈规模递减,浙江、福建等4省市规模收益不变,内蒙古、辽宁等12省市规模收益递增。在此基础上,提出了有效提升“一带一路”省市高新技术产业创新效率的对策。 Under the circumstances of transition economy and shortage of R&D resources,China should not only pay attention to the input of innovative resources,but also pay more attention to improving the efficiency of innovative resources.This paper collects the panel data of input and output of hi-tech industry innovation chain in 17 provinces and cities in China in 2009-2015,and uses network DEA method to measure and find out the stages of R&D and commercialization efficiency in the process of innovation.The results show that:The distribution of “one belt and one road” is uneven,and the R&D efficiency is low and the overall efficiency of commercialization is high.R&D stage:R&D stage:8 provinces and cities such as Inner Mongolia and Heilongjiang have the best efficiency and no redundancy.The remaining 9 provinces and cities have different levels of input redundancy and output slack;the economies of Gansu and Qinghai have increased in scale efficiency,while the scale returns in Inner Mongolia and Qinghai remain unchanged,and the economies of 11 provinces such as Liaoning and Jilin have diminished.Commercialization stage:Zhejiang,Fujian and other five provinces have achieved the best input and output,no redundancy and relaxation.The remaining 12 provinces and cities have a large amount of redundancy in the commercialization stage;the scale efficiency of Shanghai is decreasing,and Zhejiang,Fujian and other four provinces The city’s scale returns remain unchanged,and the incomes of the 12 provinces and cities such as Inner Mongolia and Liaoning are increasing.On this basis,the countermeasures for effectively improving the innovation efficiency of the “One Belt,One Road” provincial and municipal high-tech industries were put forward.
