社会救助体系的建设是乡村振兴战略的基础工程。反贫困是社会救助和精准扶贫的共同社会目标。通过社会救助和精准扶贫的整合能够更好地实现资源整合、人力整合、管理整合,取得社会效益的最大化。社会救助和精准扶贫整合就是要管理部门、来源资金、服务对象的整合;在城乡一体化下将城市贫困群体整合到社会救助里去;建立整合的社会救助和精准扶贫大数据平台;取消社会救助中差额补贴的救助方式;专业化的社会救助和扶贫,是现阶段努力的方向。

The construction of social assistance system is the basic project of rural revitalization strategy.Anti-poverty is the common social goal of social assistance and targeted poverty alleviation.The integration of social assistance and targeted poverty alleviation can better realize the integration of resources,manpower and management,and maximize social benefits.The integration of social assistance and targeted poverty alleviation means the integration of management departments,source funds and service objects.Under the integration of urban and rural areas,the urban poor groups should be integrated into social assistance,the integrated data platform of social assistance and targeted poverty alleviation should be established,and the relief methods of differential subsidy in social assistance should be abolished.Specialized social assistance and poverty alleviation are the direction of current efforts.
