Innovative Approaches to Social Rules

社会规则的创新有其自身的理路,即压力倒逼规则创新。压力包含内在压力、外在压力。内在压力即需要,就是作为一个群体和国家,社会结构体系和人的主体素质的变化带来的压力;外在压力即交往,就是比较优势和国际接轨产生的压力。规则创新机制是经过适应-不适应-再适应三个阶段演进,包括问题出现、规则阻滞、规则修订、规则适应四个环节。

The innovation of social rules has its own rationale, that is, the pressure forces the innovation of rules. Pressure includes internal pressure and external pressure, and internal pressure is the need, which is the pressure brought by the change of social structure system and human’s subjective quality as a group and country;while external pressure is the pressure caused by comparative advantage and international integration. Rule innovation mechanism is evolved through three stages of adaptation-inadaptability-readjustment, including four stages: problem emergence, rule blockade, rule revision and rule adaptation.
