摘要
上海是一座拥有2400多万常住人口、500多万流动人口的超大城市,安全保障首当其冲。上海逐步构建起的高标准、广覆盖、全天候公共安全体系,使得其成为世界上公共安全事故发生率最低的大城市之一。但伴随着城市快速发展,上海正在进入风险凸显期和多发期,城市运行面临着严峻挑战,一些深层次的安全风险隐患亟须提早引起重视。传统的应急管理模式多是基于经验主义思维,已经无法满足上海这座超大型城市发展的需要,信息化快速发展背景下的上海正面临着新的挑战。
Shanghai is a mega-city with more than 24 million permanent residents and more than 5 million migrants, where safety is the first important issue. A high-standard, wide-coverage, full-time public safety system has been built up to make Shanghai one of the cities with the lowest public safety accident occurrence rates in the world. However, with its rapid development, Shanghai is entering the period of high risk emergence and frequent accident occurrence, the city operation is facing severe challenges and some underlying safety problems need to betaken seriously beforehand. The traditional emergency management mode is mainly based on empiricism, and has been unable to meet the needs of the development of Shanghai as a mega-city. Shanghai under the context of the rapidly-growing information technology is facing new challenges.
