试论东盟智慧城市网络建设

A Probe into the Construction of ASEAN Smart City Network

东盟国家建设智慧城市已经存在了较长时间,而构建东盟智慧城市网络是随着东盟共同体建设过程中,提振国家间互联互通、促进经济发展和社会文化进步的战略需要。在新加坡的倡议和推动下,在东盟其他国家的积极响应下,东盟智慧城市网络项目的启动相当顺利,进展也比较快。当前,东盟智慧城市网络建设已经形成了一定程度的制度建设和组织规模。东盟智慧城市网络现有26个试点城市,未来还有可能扩展到更多城市。未来东盟智慧城市网络将更加密切关注城市间的合作关系,以创新和科技为促进城市可持续发展的动力,缩小城市间,甚至国家间的发展差距,为东盟共同体建设提供新的增长动力。在此过程中,包括中国在内的非东盟国家也在努力推动加强与东盟及其成员国在智慧城市建设方面的合作,以促进更大范围的地区经济发展和社会进步。

ASEAN countries have been building their own smart cities for quite a long time, while it’s a strategic need for them to construct ASEAN smart city network to boost inter-state connectivity, economic development, as well as social and cultural progress in the process of ASEAN community building. With the promotion of Singapore’s such initiative, other ASEAN countries responded positively in the launch of the ASEAN Smart City Network project, its progress was quite smooth and relatively fast. Currently, the ASEAN smart city network construction has produced its system construction and organization scale. The ASEAN Smart City Network has 26 pilot cities and is likely to expand to more cities in the future. In prospect, the ASEAN Smart City Network will pay more attention to the close cooperation between cities, with innovation and technology as the driving force for sustainable urban development, narrowing the development gap between cities and even between countries, and providing new growth momentum for the ASEAN community building. In this process, non-ASEAN countries, including China, are also working hard to promote cooperation with ASEAN and its member states in building smart cities to promote greater regional economic development and social progress.
