关于制定辽宁省区域差别化环境准入政策的调研与建议

以《辽宁省主体功能区规划》划分的五类国土空间作为实施差别化环境准入的空间单元,结合省内各市所处的空间单元,从产业布局、园区开发、项目建设3个层次,强化清洁生产、污染物排放标准和总量控制指标等环境约束,突出重点区域、重点流域、重点行业的污染控制,提出了各市应淘汰、禁止、限制的产业以及工业园区布局等环境准入的政策建议。

Five types of territorial space classified by“Liaoning Province's Main Functional Regions Plan”were taken as spatial units for implementing differential environmental access. Based on the spatial units of each city in the province,the three levels of industrial layout,industrial park development and project construction,the strengthened environmental constraints such as cleaner production,pollutant emission standards and total emission control index,and the highlighted pollution control of key regions,river basins and industries,the policies of environmental access such as industries that should be eliminated,prohibited and restricted by each city and the layout of industrial parks were suggested.
