莒县“一河一策”调查分析及存在问题研究

Investigation and analysis of “one policy for one river” in Jüxian County and research on existing problems

为全面落实“河长制”,日照市莒县对辖区内48条主要河流从水资源、河库(湖)工程、水域岸线、水污染、水环境、水生态六个方面进行了全面调查。本文总结了调查中发现的主要问题,如水资源量少、河道标准较低、大部分河道未确权划界、局部水污染严重、水生态环境较差等问题,根据莒县的实际情况及相关规划提出建议及整改措施,为日照及省内其他区县的河长制工作提供参考。

In order to fully implement “one policy for one river”, Jüxian County of Rizhao City has conducted a comprehensive survey of 48 major rivers within its jurisdiction from six aspects: water resources, river bank (lake) projects, water shoreline, water pollution, water environment and water ecology. This paper summarizes the main problems found in the survey, such as small amount of water resources, low river standards, lack of demarcation of rights in most rivers, serious local water pollution, poor water ecological environment, etc., and puts forward suggestions and corrective measures according to the actual situation and relevant planning of Jüxian County, providing reference for Rizhao and other districts and counties in the province in the river chief system work.
