青田县河长制助推河湖管护新动力

位于八大水系之一瓯江流域下游的青田县,为进一步推进河长制从“有名”到“有实”的转变,紧紧围绕河长制六大任务,从多方入手,先后探索创立了河(湖)长制综合管理模式、山区河道经营权改革、口诀式巡河履职四步法、跨流域治水机制、引侨治水、祯埠港流域共建共管共考核等新做法。用系统化思维,有针对性地推进河湖管护机制,加速河长制升级,在积累中不断迸发河湖管护新动力。

Qingtian County, located in the lower reaches of Oujiang River basin, one of the eight major water systems, in order to further promote the change of the river chief system from “famous” to “real”, closely surrounding the six major tasks of the river chief system and starting from various aspects, has successively explored and established new approaches such as the comprehensive management mode of the river and lake length system, the reform of river management rights in mountainous areas,“the four-step formula-based river” patrol duty performance, the trans-basin water control mechanism, the flood control of overseas Chinese, the co-construction and co-management and co-assessment of Zhenbu Port basin, etc. With systematic thinking, the management and protection mechanism of rivers and lakes should be promoted in a targeted way, the upgrading of the river chief system should be accelerated, and new impetus for the management and protection of rivers and lakes in generate should be continuously built up.
