摘要
主流船型的船舶能效设计指数EEDI计算和基线在MEPC.245(66)决议中都已基本确定,但对于双燃料船舶的计算公式及其验证方法在MEPC.70次会议(2016年10月)前尚无最终定论。中国在MEPC.67次会议上首次系统地提出了双燃料船舶EEDI计算方法,将不同船舶的使用情况统一到同一个计算框架之内。介绍了双燃料船舶EEDI计算方法的国内外提案,尤其是我国MEPC.70/5/4的提案及其形成的决议MEPC.281(70),并结合实际案例进行论证分析。
Energy Efficiency Design Index (EEDI)calculation and baseline of most ships were determined in MEPC. 245 (66) except that EEDI calculation and verification of dual-fuel vessels had not been confirmed until MEPC. 70th session was held in October 2016. China put forward a proposal in MEPC.67th session at the first time, making the calculation of different ships and conditions with only one formula. The proposals from both China and foreign countries. Ties were introduced in the paper. The proposal (MEPC.70/5/4) from China and the resolution MEPC.281 (70) combined with several cases were elaborated.
