PPP模式下海绵城市建设试点城市投融资问题及改进路径研究

Research on Problems and Improvement Paths of Investment and Financing in Pilot Sponge Cities under PPP Model

海绵城市作为城市生态文明的重要组成部分,给城市的环境效应、经济效益和社会生活带来的益处是难以估量的。作为一项基础性、公共性、系统性的工程,其项目周期长、资金需求量大、商业营运回报机制不确定等因素制约了海绵城市建设在我国的快速推广。因此,构建多元的投融资模式在当前新经济形势下显得尤为重要。通过研究与分析我国海绵城市建设试点城市的投融资模式现状以及存在的问题,并以池州市为例,对其海绵城市建设项目的投融资模式进行了梳理,提出了海绵城市投融资体系的一些改进措施。

Sponge city,as an important part of urban ecological civilization,brings benefits to the environmental effects,economic benefits and social life.As a basic,public and systematic project,its long project cycle,large capital demands and uncertain commercial return mechanism restrict the rapid extension of sponge city construction in China.Building a diversified investment and financing mode is particularly important under the current new economic situation.Through researching and analyzing on the current situation and existing problems of investment and financing modes in pilot sponge city construction in China,this paper,taking Chizhou City as an example,summarizes its investment and financing modes of sponge city construction project,and proposes some improvement measures in investment and financing system of sponge cities.
