社会治理视角下农村精准扶贫路径开拓与机制创新研究

Research on Path Development and Mechanism Innovation of Targeted Poverty Relief in Rural Areas from the Perspective of Social Governance

在精准扶贫政策的指导下,通过对66个贫困村和2076个贫困户全面、深入的调查,获得了贫困村、贫困户、致贫原因、帮扶情况等大量的一手资料,精准扶贫取得了一定的成绩。但是,在扶贫模式、产业发展和贫困户思想态度方面也存在着一些问题。为此,本文建议从社会治理视角出发,对农村精准扶贫工作进行路径开拓与机制创新,具体包括明确主体责任、充分挖掘社会组织作用、实现精准扶贫资源供需对接、发挥市场导向作用和开展精准教育等。

Guided by the concept of targeted poverty relief,we have obtained a large number of first-hand information about poor village,poor households,causes of poverty,assistance situation and so on after we conducted a comprehensive and in-depth investigation of 66 poor villages and 2076 poor households,having got certain achievements.However,there are some problems in the mode of poverty alleviation,industrial development and the attitude of poor households.This paper considers that we should carry out path development and mechanism innovation from the perspective of social governance,including clarifying the main responsibility,fully digging the role of social organizations,realizing the docking of supply and demand resources,giving full play to market-oriented role,carry out targeted education and so on.
